Default 4L60E 1-2 shudder

What are some things that would make a 4L60E shake and shudder during part throttle shifts?
If we manually shift it there is no problem.
When I log it with HPT I notice the Force Motor (PCS) line pressure will bounce back and forth randomly from 0 to 35% or so when leaving it in drive
Shifting it manually doesn't do this. It shifts perfect and the scanned line pressure stays consistent.
This is a new rebuild with a brand new Circle D 2800 stall
We also put the sonnax pinless accumulator in it and it seemed to help very little
I can also hear the solenoids clicking when I command them to in VCM controls although clicking 2nd sounds faint
TPS also shows a full range of motion in my HPT Scanner
Where should I start looking?
I'm thinking the shift solenoids and a corvette servo to start
Any ideas are appreciated
