Default Th400 shifter problems

Im finishing up the th400 swap in my car and Im having trouble getting the shifter to pull the shift lever back far enough to engage 1st gear. The shifter is an older Hurst quarter stick. It pulls the arm back roughly 3/8s of an inch short of clicking into 1st gear. No matter how much adjustment I try. I orded a brand new hurst quarter stick and got the same results. The cable on the new shifter has no adjustment and only held in with clips. Ive put shifters in projects before and have never had a problem. The transmission shifts perfect if you manually turn the linkage with the car running on the lift and shift cable disconnected. Any ideas?

Does the transmission manual shift shaft/ selector shaft lever (that came with your shifter) have more than one hole to install the shifter cable/ pin into?
