Default Torque converter not locking up

I have a 4l80E transmission with a circle D 2800 torque converter in my 69 Firebird. The lockup is not engaging lve noticed. Is this something that l can trace from the computer myself or should l bring it to a shop? Any advice would be appreciated.

Im using the original ecu out of a 2002 silverado with a 6.0 engine. It was dyno tuned last year in Houston but now we are up here in Anchorage and good shops are hard to find here

do you have any sort of diagnostic tools? OBD2 scanner, hp tuners? anything like that?

I do not but lm willing to get whatever l need. Im an aircraft mechanic and can get around but l need guidance on this problem.
