TH400 1-2nd shift soft/laggy

TH400 1-2nd shift soft/laggy The 1st-2nd shift in this trans under moderate to heavy acceleration is soft, slow/laggy. 2nd-3rd hit nice and hard. Tried messing with the vac modulator and the governor. With the governor I installed lighter weights and was able to get the shift point where I wanted but the 1-2nd shift are just not positive enough. I bought the trans used and supposedly it was "rebuilt" - whatever that means. Normal driving it shifts good.
Anything I can do as far as external stuff? I'm afraid the trans may not of been built correctly and the trans has to come out to tighten things up. Just want to make sure I did all I can do externally.

check the diaphragm isnt rotten in the vacuum modulator. they are cheap enough that jamming a nice new one on isn't a bad idea. adjusting it takes some trial and error. i usually go two turns at a time and then re-test.

I'll try that also as its cheap enough. Although I think its OK b/c I messed with it and noticed a slight change in shifting, and its holding vacuum.
