Intermittent 4th and converter lock up shift?

Default Intermittent 4th and converter lock up shift?

I've been having intermittent 4th and converter lock up shift after rebuild. The 4th sometimes works and then it doesn't. The lock up works but only when 4th gear doesn't to work. So in 3rd, lock up comes on when the trans won't shift into 4th
When 4th gear works lock up won't come on.
I've hooked up the Altel scanner up and can turn the lock up on and off. I can both a&b solenoids working. No codes.
Now I'm wondering what to check next. Any advice would be great.
2001 4l60e, t42 tcm

when this issue happens...is 4th or lockup being commanded by the pcm?

You say you can force the solenoids to work with the scanner...but what happens if you just watch the data?

Can you use scanner to command 4th and lockup at the same time?

Yes I can watch data and yes the tcm is commanding 4th and lock up. When 4th doesn't engage data says A sol on and B off are working correctly but tcm does not command lock up.
No I have not tried to turn on lockup in 4th it intermittent don't always have the scanner with me to test at the time this happens.
Looks like I need to do more driving with scanner.
I'll see what I can do tonight.

Yes I can command lock up in 4th but only with the scanner. Otherwise lock up turns off.
I do hear a winding sound on the freeway with lock up on. Sound goes away when disengaged.

Today I had the autel hooked while driving and found A solenoid would not turn on in 4th. I tried commanding it on and would not. Scanner said something like " shift not in correct order". A solenoid works in 1st.

you should check the tfp see if it’s giving the right signals back to the pcm it could be giving it wrong gear information
