Help with a New Vig 2800 and a Transgo Shift Kit
First off the tranny isn't working right so they are still working on it. It currently won't shift out of second gear. What's strange is that sometimes it works and sometimes it won't. If you turn the car off and restart the engine it might shift fine. Turn it off again and it might not shift out of second. What do you guys think is wrong? Next when it did work right the Vig 2800 seems more like a 3200 or 3600, is the 2800 suppose to be that loose?

A 2800 converter should not be stalling up to 3600.
Is there a possibility that a fluid problem exists? Too low? Clogged lines? Insufficient fluid in the converter will cause it to stall higher than its rating. It will whine and overheat too. Low fluid could cause the 3-4 clutch issue as well but it would have to be VERY low.
As far as testing your stall speed on a trans having problems, do not do that. You already know the 3-4 clutch pack isn't engaging. If the 3-4 valve is modulating partially and you are getting any kind of partial apply to the 3-4 piston it's just going to overheat the clutches and steel plates. Once that happens in a 4L60 the warpage of the steel plates creates hot spot that rapidly burn off the clutch materials. Then you'd need a full rebuild.Take it easy and get it worked out before testing your converter - it'll save you headaches, downtime, and money.
Also, have you retuned your PCM to turn torque management OFF? That'll help your shift performance as well.
Hope this helps.
