Default Th350 experts why is this hole plugged

As the title states , I’m getting this th350 freshened up but I came across this passageway that seems to be blocked off with epoxy or jbweld , I don’t have any info on this trans other than it was a no movement (possibly due to governer gear being destroyed ) Do any of u guys know why this passage has been sealed shut ?

Pump o-ring may have been leaking and they plugged that off trying to stop it.
Trans should move forward and reverse even if the governor doesn't spin. It won't shift out of 1st gear, but it should move.

By pump o ring we are talking about the large o ring around the pump ?

also would there be any issue to leave this plugged with a new o ring installed

I don't think it would be a problem. If the pump bore in the case is not damaged, I would clean all of that out. But that's just me.
