Who is the best place??? A local, reputable transmission repair shop near where you live. There will be no shipping costs and you have a local vendor for any warranty repairs. Think about asking your local GM dealer parts counter for their price. You might be happily surprised at the purchase price and generally, there's no shipping cost - they have trucks delivering to the dealership nearly every day.

And my vote is for Ryan @ Performabuilt, a forum sponsor - I use his Level 3 Invincible good to 900hp

His Level 1 good to 400hp/Level 2 700hp Warranty on trans if bought with converter is 2yrs, 1yr on only trans purchase

He typically sells FTI converters which are excellent, I use their 9.5" 3600stall triple disk

Ryan has tons of YT videos about every stage of his trans builds which are very helpful, his customer service can't be beat, always returns calls & spends as much time with you as you need before/during/after your purchase

I second FranksCustomTrans, I have his level 3 in my turbo silverado and anytime I have texted or called him he has always responded with helpful information even many months after my purchase. I originally had his level 2 in my truck and blew my originally motor at 754 rwhp and the level 2 is rated for 700 and it handled the extra power with no issues. I wanted to add a transbrake to my truck so while I was getting the knew motor built I went ahead and sent the tranny back and had him install the brake and decided to upgrade to the level 3 just for some extra reassurance.

@FranksCustomTrans is by far the best place to purchase a 4L60E. He was one of the original designers at Performabuilt before he went out on his own and I would be willing to bet that he is way cheaper than most quality high performance rebuilders. I have personally done business with Frank, and I say that he goes out of his way to make sure that you are happy.

Yup everyone here is going to suggest Franks Custom Trans, partly out of reputation and persona experience, but also because he posts here almost every day (!!) helping people out with all kinds of transmission problems and questions.
