Does this sound like a Vig 3200

My friend has a y2k formula with stage II ls1 Mti heads, ls6 cam and intake that was installed and tuned by MTI. The exhaust is stock manifolds and cats with a corsa cat back. Drive train is 373 gear and Vig 3200. He has 26" tall m/t et streets. The problem is that the best 60' on the car is 1.79 and most are 1.82 - 1.84. The car will only brake to 2500 rpm. It will not even attempt to spin the tires with no burn out and 30 lbs of air. The only way it will leave at all is to flash it from an idle and then it lumbers out. Best et is an 7.95 at 87 which is ok but I think the 60' is closer to what a 2800 Vig would be doing in this combination. What do you guys think. Thanks in advance for your responses.

why is he running stock manifolds on an intake, cam, and heads car?

He wants the car smog legal and he likes the sleeper effect of the car. The zo6 corvettes run pretty good with manifolds. Anyone else with an opinion?
