When my car was new it lost ~4 rwhp when I installed a Yank TP-4400. It gained ~30 ftlbs of torque. It also lost 6 tenths in the quarter

IMHO, a higher STR does make for a better street converter. It allows you to run a higher stall speed without it feeling as loose. Of course it does require more than just stomping the throttle when driving...
My SY-3500 with a 1.86 STR felt almost as loose as my TP-4400 with a 2.5 STR.
On the street with the SY-3500 I could almost mash wide open throttle and hook on Nitto's, with the TP-4400 I would easily blow the tires off. But when I wasn't trying to blow the tires off, the STR made the bigger stall as/or more drivable than the smaller converter.
