It does vary from one converter manufacturer to another, but the rated stall speed of a torque converter will typically not be achieved by brake-stalling. To achieve the true stall speed of a torque converter, you would need to have a trans brake. Every converter does vary according to what type of launch technique they prefer, though, for best 60'. I know the TCI converters usually like to be brake-stalled to 1800-2200 RPM, at least for the larger ones. A Street Fighter 3000 might work better with a little less brake stall since it is a tighter converter. When you launch, the converter will normally flash 100-200 RPM higher than its rated stall speed.
