Default Another shift slipping question - no search answers:(

My 2000 4L60E was recently built by a very good trans man. Upon installing a new converter and just after winter storage, my 2-3 shift, only at WOT just slides and the rpms go up. I have to let off the pedal to avoid the limiter and just wasting the shift altogether.
The trans was built with 9 clutches, double pump spring, billit servo, Kevlar, Beast, trans go at race settings plus other tricks. He is looking into research also before we just pull it out..
All other operatiions are fine. My tuner shut off lock up and raised pressure in attempt to "make" it shift - no change. He lowered my 2-3 shift point and at WOT I still revved up to redlne slipping. Under part/medium throttle it upshifts firm and quick. The lock up is very nice - no in and out issues.
Any ideas?
I'm a heads/cam car with 112 mph trap speed at 3645lb weight. With the slipping my e.t. dropped, but mph still 112.
Did i burn up the extra clutch pack already(1500 miles of aggressive use)?
