If i cant hook it up, can i just tighten the bolts as tight as i can with the tool? That how they are when you take the stock ones out.

I have a rule of thumb when torquing by feel.
When tightening a nut on a bolt, and I use anything larger than a 3/4" wrench, I use 1/2 drive tools. When it's 1/2" or larger, I use 3/8" drive tools and anything smaller, 1/4" drive tools.
If, I am threading a bolt into a threaded hole, anything larger than 1/2" I use 3/8" drive. 1/2" or smaller, I use 1/4" drive tools. This especially rings true when threading bolts inot cast casings.
So, if you use 1/4" drive tools and loctite, you should get plenty of torque. Just make sure it's as even as you can get it. And use Loctite ....
