No first gear with 4l60e trans.

No first gear with 4l60e trans. I had my 4l60e trans rebuilt and when I put it back in I no longer have first gear.
The trans starts off in second even if I manually shift it to 1st. Before I pull this thing back out and give it to the rebuilder does anyone have any ideas on what may be causing this ? Could it be something in the valve body or a sensor ?

Will it just not engage? Do you have a scan tool to monitor this?
If it's engaging does it seem like it's slipping?
All other gears holding?
Fluid level ok?
What are the Specs of the new trans?
