Does a lower STR also mean a converter is tighter?

Does a lower STR also mean a converter is tighter? Looking at buying a Yank SS3200 and one of the selling points of this converter is that it is very tight, and designed for 3.15 gears. STR for this converter is 2.1, and I've noticed that the larger the convereter, the higher the STR seems to be. Is a lower stall ratio a result of a tighter converter (down low), the result of not spinning up as high in the rpm band before hitting a one-to-one ratio, or some design parameter in the converter itself?
The basic question: Does a lower STR indicate a converter is fairly tight?

The SS3200 was designed for the C-5 corvette with the use of 3.15 gears and will drive very close to stock as the factory C-5 converter has a low 1.88
STR the step up to The SS3200 will give you that great feel at low speed and will make you

Stall Torque Ratio - the amount the torque converter multiplies the torque from your engine. Hence a 2.1 STR will multiply your engine torque by 2.1.
