Default shift kit issues on 4L60E

ok i got a 02 z and it has a TCI 3000 stall converter, transgo shift kit with 2 of the three spacers in it, it shifts out of 1st way to early, somewhere around 4000 to 4500 rpms, 2 to 3 is fine, the converter doesnt seem to want to hold its lock up under normal driving when i go up a slight hill and it used to stay locked up over 40mph even if i was goin up a fairly steep hill, any ideas on whats wrong? did the transmission shop screw up? i turned of the TM and have the shift time set all the way down with the diablo tuner.

after verifying that internal operating pressures are ok use a scan tool and check electronic data for the transmission. it sounds like a programming error or possible speed sensor malfunction.

i just got off the highway i discovered that the converter wont lock up at all and when flooring it the 2-3 shift feels slow and it wont go into overdrive under full throttle, and cruising at a constant speed the tranny slips up and down in the rpms between 2300 and 3000
