Default tci ultimate street fighter

I've got a 95z with a th400 w/ brake and a tci 10" 3800 ultimate street fighter. I don't know what I can take it to before the tires start to spin on the foot brake, but when I'm on the transbrake it will only stall up to 3000, but "flash stalls" to aroud 4000 off of the bottle. I have a ported afr 190's, 24x, 24x cam. Through the turbo 400 it put down 390hp and only 330ft lbs. I called tci and they said it was a tight converter and would only stall to that. They also said it could be because I don't make very much torque at that rpm range 3000-4000, which I don't. The cam peaks at 6600 for hp, and 5600 for torque. I had the tranny rebuilt and the converter looked at and nothing was wrong. Any ideas, or is this normal?
Thanks a ton
