Default Stall speeds explained

Hello everyone, I am rebuilding a 4l60e trnasmission. I'm fairly new to rebuilding transmissions. I am hoping someone could explain these converter stall speeds a little better than what i've seen thus far. I asked my local parts shop, they basically told me that the higher stall speeds, say for instance a 2800, would mean that the transmission would not engage until 2800 rpm's. Is this the case. Doesn't make sense as you'd have to really get on it from every stop. My car is a DD. Could someone shed some general light on the advantages / disadvantages of a higher stalled converter and possibly denounce this parts guy. I have a bone stock 01 ram air T/A. Also, if someone out there would be interested or would know of someone interested in rebuilding my 4l60e for a reasonable price, i'd like to speak to that person. I'm considering doing it myself but am a little concerned about getting it perfect. Thanks all, Korey 3157-771-6397
