idle gets low when coming to a stop

idle gets low when coming to a stop i just swaped out from the patriot 226 to a ms4 and when i come to a stop the idle drops to about 500 and doesnt want to come back up, as soon as i let go of the brake rpm jumps to about 1000 and everything back to normal. tuning wise the in gear rpm is set to 950. and the tc is a vig 3200, could it still be a tuning problem or that the tc is tight
