Default shifting problem

I'm having a problem with my car shifting. Between 1-2 2-3 shift the car will hit the rev limiter. Car was tuned with HP Tuners and the vehicle speed is
set at 48 mph at 93% throttle position and 88 mph for the 2-3 shift rear end gear is 3.23 stock. Does anyone think this is to high.

Judging by my car I would say that is way high. But I do have an lt1 with 2.73s. But I would think that it is still way to high. My first gear with 2.73s is only 40 ish and 2nd is 85 + - a few. So with 3.23s I'd say it sounds high.
