No Upshift?!?!?!

No Upshift?!?!?! I have a 94 LT1 caprice yes a caprice.. I just rebuilt my transmission a 4l60e with new clutches with the old torque converter. The car had very slow pick up and seemed as though it would not even make it up a hill with the pedal through the floor after the rebuild! so a few days later i was on highway going 65 where the trans just disengauged in to neutral, untill it coasted into first gear or 35 mph. So now it will NOT go over 35 or out of first gear unless i manually shift even then it wont go out of 2nd gear!!!! i was told it could be the torque converter so i replaced it with no success. does anyone know what the problem could be???? Im stumped because it was working for a few days then stoped.. 
I think you may be dealing with and electronics issue I would get a scanner on it and watch the data stream to see whats happening.
