TransGo 4L60E HD-2 ? Is it possible to set the 4L60E up with this shift kit to start in 2nd gear if the shift lever is in that position instead of drive?

The shift kit does not effect that fuction, it's factory programmed into the Vehicle Control Module (VCM).
When you put the shifter in second the Pressure Switch Manifold (PSM) sends a signal to the VCM, earlier years would start out in first anyway but later it was programmed to allow second gear starts.
