Default stock stall speed

does anyone know what the stock stall speed is? a guy i race with says he powerbrakes his up to 3,000 or so rpm. all he has is nitto's and a 75 shot and he runs 12.1-12.2 all the time. i know those are his times cuz i see him run all the time and i know he has nittos and an nx wet but are those times possible with those mods and spraying out of the hole? and will the stock converter even stall that high?

stock converter stall speed is about 1800 rpm

and what that means is if you go over that without the car moving then it stalls right?

the tires will start to spin after 1800 rpm's.
