tow/haul mode not functioning at all...

tow/haul mode not functioning at all... went on a mountain cruise recently and wanted to use tow/haul to keep the tranny temps down...
button didn't work at all...light didn't even come on...
I was wondering if we could have accidentally disabled it while working on the idle tune...
if not...what should I look at?
possibly related...this week my 1-2 shift has become harsh at times...about half the time...and vac mod hose is in place...
