Default '62 Scout 80 w/ 5.3 4l60 NP208

I am building a scout 80 for a customer.

set up is a 2001 5.3/4L60E 4WD and NP-208 xfer case

1972 Scout2 Dana44's front and rear along with solo gas tank conversion.
Scout2 Steering Conversion as well.

harness is a PSI Conversion harness bought new. Red/Blue PCM VATS unlocked but stock base map

the xfer case is cable driven so I am using a dakota digital 128k pulse generator.

ive built a few set up in the past with this same set up but this time around im having issues.


The vehicle will start, run, and drive just will not shift.
I have tested and tried multiple good pulse generators.
The transmission is a good used trans from a 03 burban that was driving when pulled.

the ignition 12v is good, the ground is also good. the white signal wire I normally splice into the purple wire (Low Ref Wire) This wire should be PIN #21 on the Red ECU plug and should be the Vehicle speed input into the computer correct?

I have checked to make sure the signal is coming from the pulse generator and has good connection to the computer. what else can I check here?

Anyone have an idea on what may be the issue here?

Problem em seems the PCM is not seeing the input signal from the VSS (Pulse Generator) so the trans is not shifting from first. Good power ground and signal on the speed sensor. So what other issues would prevent from shifting?
