Default No rev past 1900-foot on brake

I'm running an LS1 vcm in my 91 s10, 4l60, 3000ish stall. I used the existing TCC switch on my pedal, just wired it to the vcm... So when the brake is not depressed, or I'm just in park, foot not on the brake, I can rev as high as I want. But, foot on the brake, in gear, it will not rev past 1900! I can hold my finger over the switch, foot still on the brake, still in gear, and boom!! It revs and starts lurching forward.
Could it be in the tune? Or did I maybe wire something wrong?

Brake Torque Management in the tune. Maxed out the table and it now works! I'm now able to burn a little rubber!
