Injectors not firing... please help I am having problems getting the injectors to fire on my gen 4 LY6 6.0L. This is a take out engine converted by me (first time) to stand alone. I have grounds connected to cylinder head and chassis. I am getting an rpm signal in the scanner so I don't think it is the crank position sensor. I have 12 volts on the pink wires for all injectors. I have spark after removing vats. I have fuel pressure at the rails. The scanner is showing signals from all sensors. It shows a reading for injector pulse width and duty cycle. I do not have the O2 sensors connected.
The weird thing is that when I check voltage between the two pins in the injector plug on the wire harness i get 12 volts. To restate I am getting a constant ground through the ecm with the ignition switch in the run position. If I unplug the ecm c2 connector and retest the ground goes away in the run position. Does anyone know what could cause this? Can stuck injectors cause this? Is there something wrong with the ecm?

I just tested the injectors by applying 15 volts directly to the pins. they click and spray fuel. measuring the voltage across the two pins on the harness plug I get 11.67 volts. This is in the run position, not cranking. when I plug the harness back in the injectors don't click or spray fuel, again in the run position not cranking. This doesn't make any sense to me. I scanned for codes, here they are.

[ECM] P0463 - Fuel Level Sensor Circuit High Voltage (Pending) (Old) (Current) (Immature)
[ECM] P0615 - Starter Relay Control Circuit (Pending) (Old) (History) (Current) (Immature)

will any of these codes keep the injectors from firing?

Are you sure you have vats removed? Your statement above says that you have spark after removing vats, but vats isn't related to spark, only fuel.
