Update...Problem solved.
On the 2006 setup, apparently if the PCM detects no charging, then the pedal won't work. I hooked up the radiator, put the belt on and voila' the pedal started working just fine.

I had the same problem when I put my 5.3 in, and it was because I had the wrong TAC module and cable.

That's the right address. You have to go through their catalog....painful as it's not easy to navigate.
