Default Possible fuel pressure issue

I finally got my 5.3 running after many moons. I have a slight hesitation off idle so I decided to check my fuel pressure. I only have about 50-53 lbs at idle and when i give it some throttle the pressure goes to 58 lbs. I had another regulator laying around and installed it thinking it might be the regulator, but the other regulator does the same thing (older type regulator on the fuel lines). Is this normal? I thought it should be pegged at 58ish all the time. Could I be pulling vacuum off a bad vacuum location? I did have to use the vacuum port on the passenger side of the intake manifold which is normally blocked off.

I took a video of it to show what it in action. Give the video a second to clear up my camera is dieing.
