So I'm doing my fuel system and was hoping to use the stock 3/8 fuel line and connect to braided line in the engine bay using this fitting. Do I need to flare the line using these?

How old and corroded is your stock fuel line?
The compression fittings/o rings need a pretty clean tube on the outside for a seal. I would double flair and use an SEA OR JIC fitting.

I used compression fittings like that with my carburated swap. No flaring. They crimp a ferrule onto the hardline that becomes pretty permanent.
You need to make sure the fitting is rated for EFI pressures. Most of those fittings are only rated to something like 50 psi.
