I paid $4500 for mine and it was a heap. took me $2k to get it going.
seats are an easy fix, pick up a part-out ebony interior for $500 or less and that's fine.
"needs to be repainted" is subjective to priorities. I kinda like the battlescares my junkyard Z has.
price probably went up because she needs the money really bad OR she was getting lowballs $2500, $2000.. rolling chassis in excellent condition is worth $3500 or so.. her price is still good imo.

for $4500 my car was a 2000 Z28, 125k miles, burned out brakes (calipers, pads, rotors, and master cylinder) leaking and damaged power steering system (rack, pump, hoses, worn out tie rods) bald tires, cracked/taped back together opaque yellow headlights with mismatched bulbs, rusted out bulbs inside the fog lights that fell apart (still don't work since i put new bulbs in, dunno why..) piston slap, severe valvetrain noise when cold, poor performance, whining rearend, a cracked front fender, peeling sail panel, damaged driver's door, non functioning a/c non functioning power window on the passenger side, bent/distorted seats, a faulty BCM, damaged/pieces missing console, bad shocks on the hatch, a damaged hatch privacy panel, and a cracked/spidered front bumper.
that's why I call it a junkyard Z. That's where it belonged.
