ls1 1998 wire connection

ls1 1998 wire connection Hello
We have mounted a ls1 1998 engine in a 1970 camaro.
When im conected the harness to the car I just took all the wires that was +15 and connected those to ignition with one fuse and all those who was +30 to battery with one fuse.
Today when we was out on test drive the engine would not go over 1500rpm feels a bit sluggish
We also have the diagnostic code p0131 and p0151 which say o2 sensor circuit low voltage bank1 and bank2 sensor 1
Can it be that the 02 sensors get to little voltage because of the way I have connected the wires?
