TANKS fuel sender not working?

TANKS fuel sender not working? I spent the last few days trying to figure out why my 69 Camaros fuel gauge does not work.
The tank/pump/sender is new from tanks, the wires are all new from American auto wire, the 2 gauges I bought were new.
I checked the grounds and even ran wires from the gauge to the sender wires and nothing, the gauge just goes past full unless I ground the sender wire.
Could the sender be bad or did they send me the wrong sender? it said 0-90 gm on the box.
How Do I check the sending unit without pulling it?
It sucks when parts from 1969 worked fine and expensive new parts do not work at all.

I know, the tank/sender and pump are all grounded but to check I ran another ground from the sender to the gauge.
I guess I need to order another sender since I can not return it or exchange it after its been installed.
wish I left a small block in it all the time and money I have into the swap and thanks to bad parts and a hack messing up the ecm the car is finished but I still can drive it.
