LS in a School Bus???
Most of them in your budget(ie 10 to 20 years old) came with a loud, but faultless Cummins ISB 5.9 inline six, or maybe a 3.9 inline four Cummins, same engine with two less cylinders. They were almost always pared with an allison automatic in school bus applications.
A "short bus" might be easier to store, drive, etc.. A 6.2 with VVT might even move something like that decently.

Just get an RV. And an LS, unless it's an LS454, is going to be too small.
Btw, towing a vehicle involves a lot. The hitch, lighting, transmission and braking (on the towed car).
Most auction around 4500-6000 in my area
Miles an year play on that too
Id get a mid 90s Ford with 6bt/allison combo an roll with it
I know u like the idea of an ls swap but for what u need, I vote for a diesel hands down

But a dt466 is a good one to right inline with the 6bt IMO

It be a cool swap but u need the grunt of a bigblock or a diesel to pull about 20,000 pounds around an get any fuel mileage IMO
But if u do it I would build a iron block 408 ported 317 heads 9:1 comp small cam in the 210-225 duration with a ton of lift an a stock truck intake manifold
That should make a ton of low in tq that u need to get a bus moving an still run on 87
