Default 67 swap fuel level sender question?

So the swap is done and I have two small issues. First the tach is not working (I believe I have to do a resistor in the tach signal) and the fuel level reads 99. 2003 PCM and Intellitronics digital dash. I have used the OHM meter at the sender and it reads just over 5, then at the dash it reads 5 with the key off but goes OL on the meter when the key is turned on. Does any one have any suggestions for diagnosis? I do have the DIP switches set for 0-90ohms.

Got a 10000k 1/2 watt resistor in and tach reads in the 100s correctly but doesn't show any change in the 10s. is the resistor wrong?

The Intellitronix tach does not change in the tens, only the hundreds and thousands digits will change. Have you tested the fuel gauge without tieing it to your sender to make sure it's working correctly? Short input to ground for empty test and use a 90 ohm resistor for full test.
