LS2/T56 E40 No Crank

LS2/T56 E40 No Crank Ive got an '05 LS2/T56 project I'm trying to finish up and having all kinds of issues; first the tuner bricked the ECU when eliminating VATS now I have a new one and it still won't start! I am applying 12V to the purple and white wire Pin 43 C1 and in my scanner (a Verus Edge) this makes "CPP Switch" go from "released" to "applied". On Pin 51 C1 green and blue I am applying 12V and nothing happens under "Clutch Start SW" under applied or released. The motor won't crank, I have full scanner communication and the fuel pump primes when I turn the key on/I can activate things with the scanner so I know I'm close. What does the ECM need to see switch-wise to allow the motor to crank? I don't have the throttle pedal wired yet but this won't keep it from starting, correct?

Let me add that I can watch the start signal in the scanner and when I turn the key to crank the ECU isn't outputting the start signal, it is internally disabled for some reason and the VTD system is disabled and showing no codes. The only codes are for the APP system not being hooked up
