No shift into OD

No shift into OD I have a 67 Cutlass with an LY6, 4L85. The ECM and TCM were swapped out by a shop. This was some time ago and I barley drove the car due to other projects. It does not shift into 4th, or OD. I did have a guy stop by with his laptop and HPTuner SW, he could shift the trans from the keyboard, but he said that particular screen did not show any speed (VSS I guess). Both VSS sensors are connected and I do have a speedometer reading.
A friend of mine mentioned in one of his swaps he thought he had a similar issue, and the problem was the ECU was set up for a manual, and he had a 4L80. Supposedly after a simple keyboard toggle, he had OD. Does this make sense?
