Default Emission? What sn95 to start

I recently gathered most of the parts to do a turbo lq4 and th400 in an sn95 mustang. My problem is I am having a hard time deciding if I should pick up a 94-95 chassis or a 96-98 chassis. The 94-95 would have to pass a 5 gas emissions test and visual every year and I'd probably run a holly dominator. The 96-98 would have to pass an obd2 check every year which includes readiness test be complete and no codes which shouldn't be a problem with hpt and the stock truck ecu. My question is has anyone swapped obd2 and wish they didn't or vise versa. I think the holly is a superior tuning platform, but I don't want to regret it come time to pass emissions.

Forget the truck motor, get an eROD 6.2 LS3 crate engine from GM and it will come with necessary paperwork and cert. to apply for engine change and be a legal swap, even here in smog **** California. I’m considering this for a S197 in the future.

You'll never pass an inspection with any Vortec (truck) series LS engine in your car as it is not allowed to swap a truck engine into a passenger car or vise-versa in California as they are certified to different standards in their original applications. You need to either go the E-Rod route, or swap the compete engine and all related emissions equipment from a donor car.

You need to tell us what state you trying to get a smog cert from to get a meaningful response. Every state is different. The turbo is going to be an issue as well. If you swap a motor from a newer car you might have to meet the emissions standards for the motor and not the chassis.

State is Delaware. They aren't very strict when it comes to visual. The most I have seen them do is side a mirror under the car and look for cats. Pre obd2 just has to pass a speed 5 gas test consisting of idle and 2500rpms and fuel tank pressure test. Obd2 just needs readiness passed with no faults and CEL to illuminate with key then turn off. They never even pop the hood if all of this passes.
