Gotta be a way to test this thing either off or on the car.

IMO it sounds like a bad app sensor.
I ran in to the same problem, on a 2004 ls1 out of vette in my 48 coupe project. It was hard trying to find replacement parts for the DBW part of it. Every gm part number I found that would work was discontinued. After trying several combinations on ebay. I got fed up and switched to a DBC setup. Plus I got worried if I was out somewhere and if the TAC module or APP sensor went out It would be hard to find parts for on the side of a road. I got everything to do the switch over at PSI.

I hope this helps.
