radiator.....nothing coming out of tubes

radiator.....nothing coming out of tubes Ive burped the system....even loosened the steam vents, and let it dribble. It did run cool for over 45 min while messing around and driving it. But then today I go to take it out and notice the temperature creeping over 225...... so I go home and try the steam vents, while letting it run, and since I've got the car running, I've never seen the tubes have water coming out of them like I'm used to seeing with the old V8s.
Is the thermostat not opening? I don't understand how it would run hot, then after loosening the steam vents the next time, run cool, then a couple days later run hot again?
Its a 6.0 with vette accessories and a stock 68 chevelle radiator with Ford Windstar fans..... the fan kicks on at 195 like it is supposed to. Just don't see water moving through the radiator???
