Hybrid's preferred scan tool?

Now that I got it running, I was trying to read some codes with my father's shops Snap on scan tool. I put it in OBDII generic mode, but it says through 98 only. Is there a reason why it will not read through current years if it is OBDII?
Anyway, I was looking at purchasing Autotap with EFILive Pro. What will I get for my $354? Correct me if I am wrong, but I think I get Autotap Hardware (No Software!)and EFILive Pro Software. I also understand that this is a generic GM scanner that will also be able to read and clear codes on my 2001 4.8L Silverado.
And finally, is this the best tool to buy or not?

Im also very curious to find out what diagnostic/ programming hardware or software to use. Do you guys recommend a laptop with various software such as autotap anf Ls1edit, or common handheld units like service techs use? What can I use to analyze perforance data and change certain programs, basic stuff I guess.
