Default Frustrated with Speedometer

Been trying to gte my speedo to work now for the past two days in the garage. Its a programmable Stewart Warner good for 4000-200000 pulses per mile. My wiring harness for the car was made to have the speedo hooked up to the 4000PPM coming out of the ECU, and all my speedometer does with that is wig out. It just randomly jumps around and when I try to program it, it counts the PPM at a slower rate when the tires are spinning than when Im on the brake at which point it flies. I've also tried tapping into the green wire coming off of the VSS, to which the speedo never counts. Tried tapping into pin 50, same problem as the wire dedicated for speedo use in my harness. Anyone have any ideas? I'd like to get this working...
