Yes if you want to want it to handle the fuel vapor and you are not using a Charcoal canister to remove the fuel vapors.
you can remove EVAP and plug it if you are not worried about the vapor (not really a good Idea). If you remove it, you can setup a Charcoal Canister to remove the fuel vapors.
