ls1 won't start?

Hey Guys. Once again I need help. I finally have the motor in place and just wanted to fire it up as I have not heard it run yet. Setup is 99 ls1 with auto computer. No trans is connected at this point. I have the fuel pump wired straight to the battery and am using a hand held starter thing.
The motor cranks and I have spark. There is fuel at the rail but I don't have a proper pump yet so I have one from an lt1 car so pressure might be low. I am not using the fuel pump relay output from the pcm but it is reading 12v. All sensors are connected but no transmission stuff. Plugs have no fuel whatsoever on them. Injectors have 12 volts present.
My computer is supposed to have vats programmed out. I don't exactly trust the person that got it done though. So question is if vats is still enabled would it cause the no fuel but still spark? Can I see the injector pulse on a dvm? I am going to get an obdii connector tomorrow so I can use my scanner.

......or your injectors are stuck. What are you using for a fuel pressure regulator?

Did you get the car running?
Have you tried a noid light on the injector plug?
You can use a test light hooked to both leads, it should flash when cranking.
I'm having the same problem with my car...

Yeah I got mine running. Been real busy so did not post answer. I found the cam sensor was only half way in. I had been messing around at the back of the motor and well not really sure how that happened. Anyhow plugged it in and it fired up. I also had a weak pump so the motor was not happy but would run. I have the car running and driving now.
