Even if you do have emissions testing you may not be required to keep it. Before Arizona changed the law to exempt vehicles insured as classics from emissions testing, my truck did have to go through testing - but Arizona has no laws that require an engine-swapped vehicle to meet the standards the donor vehicle had to meet. The last time it had to go through the sniffer it went through just fine - no cats, no EGR, no AIR.
The air pump only runs for up to 180secs (3min) on a cold start-up. If your emissions testing station is a drive to / drive thru, the air pump wouldn't ever run during testing. If they plug into the OBDII port during testing, reflash the PCM to show no air pump error codes. Can't help you if they look under the hood and see no air piping to the exhaust manifolds.......
