on teh vet regulator which is the inlet and return to the tank?

The 3/8 line in the center is the inlet, the 5/16 on the edge is the return. The 3/8 line by itself is the feed to your fuel rail.

On the WIX 33737 the center is 5/16" and the one on the edge is 3/8". Is the 3/8" still the inlet and the 5/16" the return? Thanks!

Yes, 5/16" is still the return, regardless of orientation.
