Is this a reversing Motor?
I have power from the switch.
It wiil raise but not lower!
The motor spins when raise but not when lower.
I have 12 volts one the lower side so I know the switch is delivering
voltage!
Could this be a selonoid problem?

Sounds like a hydraulic problem to me. You might need to bleed the system. To do that you will need to lower and raise the top manually and fill the pump up with hydraulic fluid each time until all the air is bled from the tubes leading to the "pistons".
It's fairly time and labor consuming but worth it.

The switch reverses the polarity to the motor so it spins backwards to reverse direction. If you put your meter across the motor connector, you'll get +12V in one direction, -12V in the other. If you reference your meter NEG terminal to ground, one motor lead gets 12V in one direction, the other motor lead gets 12V in the other direction. If it raises, but doesn't lower AND there is no noise from the motor when trying to lower, it's NOT a hydraulic problem, it's your switch.
