what is an average time you can expect with a bone stock 2003 vette "Not the z06 either"

The average times would be in the low 13 second range (manual or auto) because there are plenty of cars running at high altitudes and/or in the summer as well as drivers who can't drive bringing the average down (up?).
But an '03 C5 LS1 6 speed is probably capable of running 12.5s@112+ bone stock with a great driver at the right track in good air.

yeah, on a good day, w/ the right driver, and probably a set of drag radials, you're lookin @ a mid 12.

It depends on the track, around here most Vettes run high 13s to mid 14s. Mine ran 13.6 with a Blackwing and Predator. I have seen them run high 14s here in West Texas.
Most Vette owners cant drive either.

A4 with 2.73 gears my bone stock with runflats and paper filter went 13.65 @ 102.
Just adding drag radials and intake would get you under the 13.0 mark. It would be nearly impossible to get a stock stock with runflats and 2.73's into the 12's with even john force driving
