GODSPEED: Based on your pictures of your cage if your hand was on the top of the steering wheel your elbow would be quite a bit higher than your swing out bar.

Not sure if it actually is since I'm too cheap to buy a rule book The short answer is it says shoulder and elbow. In my line of work we call that a bad requirement since the relative position of elbow and hip can vary so widely. What are you doing holding the wheel at the top anyway?

The picture doesn't show where the steering wheel is located or how high the driver must grab it. I'm sure this rule is a a little subjective. As long as the bar is at a reasonable height I doubt you will ever fail tech. Also suppose you have an adjustable steering wheel. That would open up another can of worms, because what is the steering wheel was moved all the way up. Or what if I installed a bus size steering wheel?
