Why do I idle so low?

Why do I idle so low? My car idles @ 500rpm (sometimes it dips to around 400rpm if I creep around @ idle). Is this normal? The oil pressue @ idle seems fine (b/w 30-40psi). The car seems to bog when it dips to 4/500rpm, but never dies.
Have no idea what the previous owner did to it. Maybe it has a retuned pcm (just not sure why anyone would lower the idle??).

dirty air filter??, batt. dying out??..... may just need a tune up, disconnect the batt., clean the maf and throttle body, replace air filter, change plugs (inspect plug wires), clean or replace o2 sensors, ect...

Sounds like a tuning issue to me. Find somebody with LS1edit, EFIlive or HP Tuners and have it tuned. Headers will make you run rich also. Take it in for a dyno tune if you can. You probably have alot left on the table once they lean it back out.
